METHODOLOGY OF PUBLIC MANAGEMENT OF LAND RESOURCES AND LAND USE

چکیده
Обгрунтовано, що система багатофункціонального управління земельними ресурсами та землекористуванням включає підсистему функціонального загальнодержавного землекористуванням. Функціональне загальнодержавне державою як їх власником, уособленому в органі виконавчої влади Держгеокадастрі України, базується на принципі "від загального до часткового", а багатофункціональне принципах часткового" часткового загального". Управління поділяється такі види: галузеве, яке здійснюють міністерства, служби; будується за принципом підвідомчості підприємств, організацій, яким надано землі; не залежить від територіального розміщення земель різних категорій; територіальне (самоврядне) управління, органи територіальних громад; може бути загальним або спеціальним; місцеве (внутрігосподарське) власники, землекористувачі орендарі земельних ділянок. З'ясовано, перехід реформування державного Україні, по-перше, являє собою складний процес трансформації методологічних основ з подальшим виробленням концепцій, програм і моделей самих реформ; по-друге, успішна реалізація державно-управлінських реформ потребує спеціального наукового супроводу, основною складовою якого є методологічні пошуки метою вироблення ефективного інструментарію державно-управлінської діяльності. Це обумовлено тим, повинно трансформовано напрямі руху домінуючого використання державному управлінні технологій впливів дій домінування погоджень взаємодій, відносно залежних однієї одної адміністрування, публічності електронного взаємного погодження. Основою у принципів закритості, ієрархії, централізації, більшої владної дистанції публічності, відкритості, партнерства, децентралізації, незначної дистанції.
